动物检疫监管新模式构想

摘　　要：目前的动物检疫监管模式虽然在防控动物疫病、促进养殖业发展、保障动物源性食品安全方面发挥了显著作用,但随着社会发展,养殖模式的改变和社会对动物源性食品质量与安全要求的提高,此模式在促进畜牧业发展、强化监管对象落实主体责任以及提高动物检疫工作能力等方面出现了不足。为此,在广东省开展的动物检疫证明电子出证和动物卫生风险管理两种做法的基础上,提出了将这两种做法进行整合的构想。新模式根据风险管理等级,对监管场所采取不同的行政干预和激励措施,促使监管对象主动参与到动物检疫工作中。这种模式能充分体现国家对动物疫病实行风险管控的理念,可缓解监管力量不足的压力,提高监管工作效能,减轻企业负担,促进养殖、屠宰行业健康发展,保障动物源性食品安全。In recent years,the current supervision system for animal inspection and quarantine has played a significant role in preventing and controlling animal diseases,promoting the development of animal production industry,as well as ensuring animal-origin food safety.However,with the development of society,the change of animal production model and the increasingly strict requirements for the quality and safety of animal-origin food,some shortcomings of current supervision system were found in aspects of promoting the development of animal husbandry industry,urging supervision objects to honor their responsibilities as the main body and improving the capacity for animal inspection and quarantine.Hence,based on the practices of electronic-based certificate issuing in Guangdong Province and risk management of animal health,an idea of integrating the two kinds of practices was put forward.According to the different grades of risk management,premises under the supervision would receive different administrative interventions and incentive measures,by which such premises would take an active part in animal inspection and quarantine work.As a conclusion,the new model could fully reflect the national strategy of adopting risk management in controlling of animal diseases,relieve the stress of insufficient supervision,enhance supervision efficiency,reduce the heavy burdens in enterprises and promote sound development of animal production and slaughtering industry,so as to provide a strong guarantee for the animal-origin food safety.
