“非遗”保护视角下民俗民间体育文化传承与发展的思考——以甘青黄河流域“羊皮筏子”漂流活动为例

摘　　要：从非物质文化遗产保护的视角,对甘肃、青海黄河流域"羊皮筏子"的历史渊源、文化变迁、保护现状和存在问题进行梳理和分析探讨.研究表明:"羊皮筏子"目前存在着传承人员断层、运作管理无序、宣传力度不够等问题.研究认为:加强对"羊皮筏子"传承人的资格认定、资金扶持,建立专门管理机构;大力宣传加强文化意义上的保护;规范管理保证"非遗"视角下的传承;借力"黄河"打造体育旅游中的品牌;依托赛事加快产业模式下的发展等是"羊皮筏子"传承与发展的有效途径.This study investigates the historical origin,cultural change,protection status and the existing problems of“Sheepskin Raft”on Yellow River basin in Gansu and Qinghai provinces from the perspective of non-material cultural heritage protection.The research findings reveal that there are problems of lack of inheritors,disordered management,insufficient publicity,etc.The major claim of this paper is that the effective ways to inherit and develop“Sheepskin Raft”are to strengthen the qualification recognition and funding support for“Sheepskin Raft”inheritors,to set up specialized management agencies;to enforce the protection in the sense of cultural significance;to standardize the management and ensuring the inheritance from the perspective of non-material cultural heritage;to build the brand of sports tourism by using“Yellow River”and to rely on sports events to fasten the development of industrial mode.
