“一带一路”倡议与人民币国际化的新思路

摘　　要：习近平主席提出"中国将在更大范围、更宽领域、更深层次上提高开放型经济水平"的要求,为人民币国际化路径选择提供了新的思路。人民币国际化的新路径应在"一带一路"倡议引领下去实现,这条路径是有别于"三阶段论"和区域货币合作路径的新选择。实现人民币国际化只能走具有中国特色的政府推动人民币国际化的驱动模式,这也是与美元、欧元、日元实现国际化的根本区别。中国政府可以通过完善国家治理体系,运用宏观调控政策和工具,落实"一带一路"倡议,通过中国金融业、丝路基金、亚投行、金砖开发银行等机构的运作,来实现人民币国际化的战略目标。人民币国际化是中国政治经济发展的重要目标,必须稳步推进人民币汇率市场化和形成机制的改革,资本账户项目可兑换的改革,最终使得人民币成为第一国际储备货币,同时中国也要承担更多的国际经济和金融稳定发展的大国责任。The Belt and Road Initiative proposed by President Xi Jinping has provided a revolutionary way of thinking for RMB internationalizationThe internationalization process should be implemented in breadth and depth and at a higher levelThe new path of RMB internationalization should be placed under the Belt and Road Initiative,which is a new option that differentiates itself from the“Three Phases”and the regional monetary cooperationThe Chinese government support will be the key characteristic to the RMB internationalization process,which is also the fundamental difference from other foreign currencies such as USD,EUR and JPYThe Chinese government can implement the Belt and Road Initiative through improving national governance system and adopting macrocontrol policies and tools,and realize the strategic goal of RMB internationalization through the operation of Chinas financial industry,Silk Road Fund,the Asian Development Bank and the BRICS Development BankThe internationalization of RMB is the ultimate goal of Chinas political and economic developmentChina should persistently promote the improvement of the mechanism for marketbased RMB exchange rate formation,the reform of the capital account and abolition of capital control,and pave the way for RMB to become the No1 international reserve currency in the foreseeable future.
