摘　　要：医院作为社会系统不可或缺的一部分,其工程建设具有特殊性和专业性,更成为腐败行为高发、多发领域,往往涉案金额巨大,社会影响极为恶劣。为加强对医院工程建设领域腐败的预防能力,减少职务犯罪的发生,笔者通过多年的医院基本建设工程实践,总结了医院建设工程领域常见的4种腐败情形。该4种腐败情包括招标过程中的腐败,施工过程中的腐败,决策过程中的一言堂以及引发刑事犯罪的行贿、受贿行为。结合2018年两会精神,笔者从深化监察体制改革、完善相关立法、医院自身法律宣传、改革医院管理制度、建立立体监督机制5个方面提出了腐败的预防对策。As an indispensable part of the social system,because of the characters of professional,hospital infrastructure is the corruption frequency occurrence fields which the characters of huge amounts of money and extremely bad social influence.In order to strengthen the prevention of corruption in hospital infrastructure project and reduce the occurrence of duty-related crimes,four kinds of corruption situations by several years’practice in hospital infrastructure project were summarized which can be described as corruption in the tendering process,corruption in the construction process,and dictatorship in the decisionmaking process,as well as bribery resulting in criminal crimes.Combined with the spirits of the National People's Congress and the Chinese Political Consultative Conference(NPC&CPPCC)in 2018,measures to prevent corruption in aspects of deepening the reform of the supervision system,improving relevant legislation,promoting the legal propaganda of the hospital,reforming the hospital management system and establishing a multi-dimensional supervision mechanism are put forward.
