我国推荐免试研究生招生制度的研究与分析——基于理性选择制度主义理论视角

摘　　要：我国现行的硕士研究生推荐免试招生制度自1985年实施以来,取得了显著成效。多年的实践表明,推荐免试招生政策有利于研究生生源质量的提高及拔尖创新人才的选拔,是鼓励在校大学生勤奋学习、全面发展的有效措施。然而,该政策在实施过程中也存在一些问题,面临一些困境。基于此,本文利用新制度主义政治学中的理性选择制度主义理论构建了政策分析框架,并在此基础上对该政策进行了系统分析,对政策作出有效性评价,并提出政策建议。The current Postgraduate Exam-Free Recommendation System which is firstly executed from 1985 has already gained an impressive result.Years of practice indicate that the Postgraduate Exam-Free Recommendation System is beneficial to improving the enrollment quality of the postgraduate and choosing the best student,it is an effective measure in encouraging undergraduate working hard and have a comprehensive development.But the strategy encounters some problems during the process of its implementation.In order to solve the problems,the paper uses Rational-Choice Institutionalism of the new institutional politics to build a strategy analysis framework,and intends to use this framework to make a system analysis of the Postgraduate Exam-Free Recommendation System itself and give effectiveness evaluation and strategy advice.
