摘　　要：当前国际社会正面临新一轮恐怖活动浪潮,科学技术的快速发展与普及在其中起了推波助澜的作用。科学技术犹如一把双刃剑。人们在享受其带来的进步和便利的同时,也不得不承受它所带来的负面影响。一些科技进步成果正在沦为恐怖分子手中的利器。本文从对当前国际恐怖活动影响最为深远的武器技术、远程交通与通信技术、网络与信息技术、新媒体技术四个层面入手,分析科技发展对国际恐怖活动的破坏程度、活动地域、人员构成、运营模式、攻击偏好、影响范围等带来的深远影响。虽然科学技术本身并不是产生国际恐怖活动的根本因素,但是由于科学技术迅速发展和大规模商业化应用在许多领域所产生的颠覆性后果,其对国际恐怖活动的影响比以往任何时候都要明显。当前,以互联网和移动通信为代表的信息技术革命更是在某种程度上扮演了"加速器"和"催化剂"角色。如何有效阻止当代科技发展成为跨国恐怖活动的助力因素已经成为一个重要课题。With the aid of science and technology,a new wave of terrorist activities has been on the rise,posing great challenges to the international community.Science and technology can act as a double-edged sword with positive and negative effects on the modern society.While making our daily life more convenient,technological innovations may also be utilized as a destructive tool by terrorists.This paper explores four most commonly used technologies in terrorist activities,namely weapon technology,long-distance traffic and telecommunication technology,network and information technology,and new media technology.It analyzes the effects of scientific and technological development on the mortality rate,geographic scope,personnel structure,operating model,attacking preferences of international terrorist activities.Although science and technology should not be considered as the root cause of international terrorist activities,its widespread commercial application has brought about adverse consequences in many areas,with its impact on international terrorist activities becoming more apparent than ever before.In particular,the information technology revolution as represented by the Internet and mobile communications has played a catalytic role in the rapid expansion of transnational terrorism.Therefore,it has become a pressing issue to explore effective means of preventing the application of science and technology in transnational terrorist activities.
