摘　　要：新型城镇化要求城乡基础设施和公共服务一体化,传统公路功能以道路运输为主,缺少以人为本的城市服务功能,造成公路与城市发展之间矛盾逐步浮现。借鉴公共道路理念,以新型城镇化试点地区昆山市主干公路网规划为例,提出城乡统筹的公路与城市道路融合的路网功能等级划分体系。通过供需平衡法预测路网发展规模,以优化城镇布局形态为目的,提出新型城镇化阶段公路网络布局方法,促进公路城镇化升级改造。New-type Urbanization requires the integration of urban and rural infrastructure and public services,the function of traditional highway is mainly about road transport but lacking of people-oriented urban service,which resulting in contradictions between highway and urban development.Based on the concept of public roads and with the highway network planning of Kunshan which is one of new-type urbanization pilot area as an example,this paper proposes a network classification system that offers a blend of the function of highway with city road.With the goal of optimizing the layout of towns,the paper presents a new method of Highway network layout by forecasting the road network scale with supply and demand balance method,which can forms specific guidelines to highway urbanization transformation.
