摘　　要：街道空间是城市空间的重要组成部分,是当前城市规划与空间治理的重点研究对象之一。文章通过总结国际街道设计导则相关经验,借鉴其以人为本的思想内涵及分类分区进行空间管控的方法,以弹性引导为主要手段,构建"界面—街道—街区"三层级管控、多部门协同的大平台管理机制,并以北京《朝阳区街区设计导则(试行)》为例,详细论述其面向实施的导则编制思路、分类分区的编制框架及共建共享共治的实施策略,以期为类似地区的街区设计提供参考。Street space is an important component of urban space,and its planning and governance has become a focus issue in urban studies.By conclusion of street design guidelines in different countries,the paper uses human orientation and spatial zoning governance method,establishes edge-street-block three layered and multiple departments collaborative governance mechanism with flexible measures.With Beijing Chaoyang district street design guidelines as an example,the paper introduces the concept,zoning,categorization in compilation,as well as joint construction,governance,and sharing strategies,and provides a reference for street design of similar conditions.
