历史经典产业特色小镇规划策略——以杭州笕桥丝尚小镇为例

摘　　要：历史经典产业是传承中华文化的重要载体。在文化复兴、绿色发展和消费升级的新形势下,历史经典产业正处于传承和创新的关键时期,其发源地所在的城镇地区转型发展在即。如何通过特色小镇的创建,助推历史经典产业的复兴和小镇的新型城镇化建设,是此类小镇需要解决的重要问题。文章在分析浙江省历史经典产业特色小镇总体概况与基本特征的基础上,针对历史经典产业缺乏创新、产业发展与城镇化建设脱节、产业空间集聚效应不强、服务配套与环境品质低等问题,以杭州笕桥丝尚小镇的规划实践为例,从产业升级、文化彰显、空间构筑和人才服务等方面出发,总结提出"构建多产共荣的新生态圈和新布局,彰显活态传承的文化特色,塑造三生融合的‘城、镇、乡’空间,完善人才需求导向的配套服务与政策"的四大应对策略。Classical industry is important carrier of traditional Chinese culture,and it is facing inheritance and innovation in the new cultural,industrial,and consumption situations.Characteristic town development for the revival of classical industry is critical for the transition of towns where the industry originates.The paper analyzes the status and character of characteristic towns with classical industries,studies their problems in industry,urbanization,space,service,and environment,and puts forwards industrial upgrade,cultural renaissance,spatial structuring,and talent service strategies with Jianqiao silk town practice.The paper concludes four major strategies:establishing a new ecological circle and layout with multiple prosperous industries;restoring traditional culture with vitality;creating city-town-countryside space that integrates production,life,and ecology;improving service and policy that meets talent needs.
