政府信任对农地流转意愿影响及其机制研究——以乡村振兴为背景

摘　　要：土地流转是"深化农村土地制度改革"和"发展多种形式适度规模经营"的必要条件之一,在实施乡村振兴战略推进农业农村现代化进程中,农地流转的重要性越发凸显。通过分析4省10县36村的调查问卷发现,在农户做出农地流转决策行为中,乡镇基层政府的引导成为重要变量之一,且政府信任越高,农户流转出土地的可能性越大。其影响机制主要来自于三大矛盾,即政府土地流转动力高与农户土地流转积极性弱之间的矛盾;流转后征地赔偿争议中因经营者获得赔偿造成农户的心理落差与其渴望无争议获得全部土地赔偿的矛盾;政府基础设施投入等服务不足造成流入方与流出方目标农地差异的矛盾。Land transfer is one of the necessary conditions to“deepen the reform of the rural land system”and“develop various forms of moderate scale management”.In the process of the implementation of the rural revital-ization strategy and the promotion of modernization of agriculture and rural areas,the importance of the farm-land transfer is becoming more and more prominent.According to the analysis of the questionnaire of 36 villag?es in 10 counties of 4 provinces,this article finds that in the decision behavior of farmland transfer made by the farmers,the guidance of township grassroots government becomes one of the important variables,and the higher the government trust is,the more likely farmers are to transfer their land;that its influencing mechanism is mainly from three major contradictions,i.e.the contradiction between the high power of government farmland transfer and farmers'low enthusiasm for land transfer,the contradiction between the farmers’psychological gap resulting from the operators being compensated in the dispute of the land acquisition compensation after the transfer and farmers’desires for getting full land compensation without any dispute,and the contradiction in the difference between the target farmlands of inflow side and of outflow side resulting from the insufficient service of government infrastructure investment.On the basis of this,this article puts forward some specific suggestions.
