摘　　要：以地方为视角审视和思考党内法规体系建设,是对应地方法治理论,分析地方党内法规建设与党内法规体系化建设的关系。从党内法规体系建设的基本部署和逻辑架构看地方党内法规建设,实质即站在中央的高度来规划和引导地方党内法规建设的推进和发展,将依规治党基本精神运用于地方党建。地方党委应严格遵循《中国共产党党内法规制定条例》明确的职责权限,承担中央授予的法规制度建设职责,从加强规划和年度计划、明确地方党内法规建设的重要内容、提升党内法规执行力、加强组织保障等方面,推进和加强地方党内法规建设,充分发挥地方作用以加快形成覆盖党的领导和党的建设各方面的党内法规制度体系。To examine and reflect the construction of the system of intra-party laws and regulations from a lo?cal perspective can analyze the problem of local construction of intra-party laws and regulations in the systemat?ic construction of intra-party laws and regulations,which corresponds with the theory of local rule of law.To see the local construction of intra-party laws and regulations from the perspective of the basic arrangement and logi?cal structure of the construction of the system of intra-party laws and regulations is essentially to apply the ba?sic spirit of governing the party according to the laws and regulations to the local party building by standing at the height of the Central Committee of the CPC to plan and guide the promotion and development of the local construction of intra-party laws and regulations.The local party committee shall strictly follow its duty and au?thority defined in The Rules of the Institution of Intra-Party Laws and Regulations of the Communist Party of China,undertake the responsibility for the institutional construction of laws and regulations authorized by the Central Committee of the CPC,promote and strengthen the local construction of intra-party laws and regula?tions from the aspects of strengthening programming and annual planning,clarifying the important content of the local construction of intra-party laws and regulations,promoting the enforcement of intra-party laws and regulations,and strengthening organizational guarantee,and give full play to the local role to“accelerate the for?mation of the institutional system of intra-party laws and regulations covering all aspects of party leadership and party building”
