苏北生态优先绿色发展的路径与机制研究

摘　　要：生态优先绿色发展是一场深刻的变革和路径选择,不同地区在区位条件、环境特征、生态功能以及发展阶段、产业结构等方面存在较大的差异,因此具体推进路径也有着各自的特点。苏北地区生态优先绿色发展存在的问题有:经济结构不合理,增长模式粗放;污染减排压力大,生态环境风险较高;制度创新不够,受传统路径束缚。苏北地区生态优先绿色发展必须坚持新发展理念,加快产业转型,加强制度创新,使经济社会发展与自然相协调,实现经济、社会和环境的可持续发展,探索一条生产发展、生活富裕、生态良好的发展新路。具体策略包括:创新发展理念,规划引领与管控;制定正面清单,大力发展"生态+"业态;推进资源统一管理,创建生态特区;发展绿色文化,开发特色优势产品。The ecological development which focuses on ecology and green development is a profound transformation and radical change of approach.There is great difference between different areas in terms of their location,environment,ecological function,development stage and industrial structure,which determines their different approaches of development.There are many problems in the ecological development in Northern Jiangsu area:the irrational economic structure,high cost and high investment associated with low production;serious pollution,high risk of ecological environment;lack of innovation,confinement of the traditional approach.We must stick to the approach of new development,accelerating the industrial transformation,strengthening the system innovation,striking a balance between the economic development and natural environment,realizing the sustainable development of economy,society and environment,exploring a new approach of development which can guarantee the production,prosperity and ecology.We should adopt the following strategies:innovative development approach,effective planning and control,making a positive list,“Eco+”development,unified management of resources,establishing special ecological area,developing green culture,special and advantageous products.
