摘  要:目的分析目前"医联体"发展现状并提出针对性政策建议。方法根据SWOT分析法的相关理论,分析当前"医联体"发展的优势、劣势、机会与挑战,并根据不同的要素组合提出针对性的政策建议。结果目前"医联体"发展的优势:带动成员机构的发展和资源配置与利用更加合理;劣势:产权障碍、治理结构和管理机制不健全及对基层成员的重视不足;机会:"医联体"的建设得到政策的倡导与支持;挑战:政府主导未能与市场紧密结合和配套制度建设任重道远。结论建议"医联体"在未来的建设与发展中加强对基层能力的建设,以利益为纽带向紧密联合推进,在制度变革中打破整合障碍及以目的为导向创新整合形式。Objective To analyze the statues and put forward countermeasures of Hospital United Systems.Methods To analyze the strengths,weakness,opportunities and threats of Hospital United Systems and put forward countermeasures.Results Strengths:to promote member institutions’development and allocation and utilization of resource;Weakness:inadequate property rights,poor governance structure and management mechanism,and lack of attention to grassroots members;Opportunies:be supported by the policy;Challenge:the government’s guide has not been integrated with the market and the construction of supporting system has a long way to go.Conclusion Hospital United System should strengthen ability of grassroots medical institutions,use interest as the link to promote closely combination,use institutional change to break down barriers of integration and purpose oriented innovation integration.
