公共体育服务PPP模式发展:政府与私营部门的功能定位与权责划分

摘　　要：针对当前我国部分地方政府将PPP模式引入公共体育服务中的初级阶段,探索政府部门与私营部门之间合作功能定位模糊等问题,并分析问题产生的诱导因素及影响,建立双方的监管博弈模型,将政府部门和私营部门的权责进行划分。据此提出公共体育服务PPP模式下双方合作的发展建议:完善保障政府部门与私营部门之间利益平衡的法律系统;构造政府部门与私营部门项目间深度融合的协作框架;树立政府部门与私营部门之间公平合理的风险分担机制;创建规范有效的项目监督管理标准与绩效评价体系。Aiming at that nowadays some local governments in China introduce the PPP mode into the initial stage in public sports service,the authors probed into problems such as function orientation ambiguity in the cooperation between government departments and private departments,analyzed the induction factors and effects of problem occurrence,established a both parties supervision and gaming model,divided the power and responsibilities of government departments and private departments,and accordingly put forward the following proposals for the development of cooperation between both parties under the PPP mode of public sports service:perfect the legal system that ensures the interest balance between government departments and private departments;build a framework of deeply fused cooperation between government department and private department projects;set up a mechanism of fair and reasonable risk sharing between government departments and private departments;establish a standard and effective project supervision and management standard and performance evaluation system.
