摘　　要：以波特"钻石模型"为基础,提出了用于分析海洋强国国家竞争力的"新钻石模型"。"新钻石模型"的四大条件要素为海洋资源、基础设施、海洋经济、海洋科技,四大影响因素为海洋文化、海洋军事、海洋外交、政府政策,四大条件和四大因素形成的八大要素相互影响,相互作用,共同构成了完整的"钻石模型"。通过对模型中八大要素的现状分析,总结了我国海洋强国建设问题在各个领域的优势与不足之处,并提出了相应策略。Based on Michael Porter Diamond Model,this paper proposes a New Diamond Model for ana-lyzing the national competitiveness of marine power.The four major elements of the new diamond model are ma-rine resources,infrastructure,marine economy,marine science and technology.What's more,the four major in-fluencing factors are marine culture,marine military,marine diplomacy and government policies.Eight ele-ments interacting and interacting together to form a complete new diamond model.Through the analysis of the status quo of the eight elements in the model,this paper summarizes the advantages and disadvantages of the construction of the marine power in China in various fields and puts forward the corresponding strategies.
