摘 要:防务外交是国防部门官员、智库和相关军事机构通过讨论和处理各方共同关心的热点问题,为提升国家间军事与安全信任和信心,而采取的外交政策与行动,对于促进国际和地区和平与稳定具有非常重要的意义。近年来,东盟防务外交取得了较快发展,建立了多轨防务交流与沟通机制,促进了东盟政治安全共同体建设,也为东盟确立在东亚地区多边安全合作架构中的中心地位做出了重要贡献。中国与东盟及其成员国的防务外交在双边和多边等方面都取得了积极进展,但也面临着一些困难和挑战,需要双方在政策规范、议程制定和议题选择上加强沟通协调,为促进中国—东盟命运共同体建设奠定基础。Defense diplomacy means the diplomatic policy and actions taken by officials and think tanks affiliated to the Ministry of Defense,to enhance military and security trust and confidence between countries.It is very important for civilian officers to promote regional peace and stability by discussing and resolving hot issues of common concerns.In recent years,Association of Southeast Asian Nations(ASEAN),establishing a series of multi-track defense exchange and communication mechanisms,has made rapid progress in defense diplomacy,which promoted the construction of its political and security community,and made important contributions to the establishment of ASEAN’s centrality in the regional security cooperation framework.Although China and ASEAN as well as its member states have made positive progress in building bilateral and multilateral defense diplomacy,they are also confronted with some serious challenges.They need to strengthen coordination in the process of shaping common policy norms,making consistent agendas and selecting proper topics,so that the solid foundation of the China-ASEAN community with a shared future could be constructed.
