山西卫生资源配置公平性分析

摘　　要：如何合理配置并有效利用稀缺的卫生资源,使其发挥最大的社会效益,是我国医疗体制改革一直关注的重要课题之一。本研究运用山西省2011—2015年卫生资源统计数据,选取卫生机构、实有床位、卫生技术人员、执业(助理)医师和注册护士为测算指标,通过计算基尼系数和泰尔指数,对山西省卫生资源配置的公平性进行实证分析。结果表明,虽然山西省卫生资源总量不断增加,但布局的合理性仍有待提升。卫生资源按地理分布的公平性较差,卫生硬件设施配置的公平性要优于卫生人力资源,区域内差异是影响山西省卫生资源配置公平性的主要因素。How to reasonably allocate and effectively use the scarce health resources to make the maximum of social benefits is an important issue of the medical system reform in China.Through the calculation of Gini coefficient and Theil index,it made an emperical study on the fairness of health resource with the date of Shanxi Province from 2011 to 2015,which include health agency,actual beds,health technical personnel,professional physicians and registered nurses.The results show that while the total amount of health resources in Shanxi Province has continuously increased,the rationality of the layout still needs to be improved.The geographical distribution of health resources is relatively unfair,and the fairness of the allocation of health hardware and facilities is better than that of health human resources.Regional differences are the main factors affecting the fairness of health resource allocation in Shanxi Province.
