摘　　要：分析骆马湖宿迁水域禁止采砂遗留问题的特殊情况和背景,对禁采遗留问题化解处置中采取"系统战、心理战、歼灭战、运动战、攻坚战、兜底战"等具体措施及成效进行总结,提出应加以固化和推广的经验措施。Based on evaluation of special conditions and background of resolving leftover problems after banning sand excavation in water bodies of the Luoma Lake of Suqian County,the achievements and results are summarized,in particular the application of strategy of“taking systematic,psychological,annihilated,mobile,tough and miscellaneous measures”.It is suggested to accumulate experiences and popularize the successful practices to other areas.
