摘 要:"十二五"以来,大型河湖水系连通项目及跨区域引调水工程成为统筹区域水资源配置的重要措施。我国处于跨区域调水管理初期,研究制定统一法令,建立有效管理机制,统一区域调度,充分发挥调水工程在区域水资源配置和区域经济可持续发展中的保障作用,起步较晚且迫在眉睫。以牛栏江—滇池补水工程联合调度管理成效为依托,分析了在建立科学的联合调度机制、确保工程安全稳定运行基础上,合理调配有限水资源,适应滇池流域水资源总体配置要求,可实现外调水"一水多用,有效利用"的综合效益。针对目前机制保障下调出区水环境保护及受水区多目标效益优化所面临的问题,提出流域协同地方政府统一监管,深入研究区域水资源总体配置,能积极促进水资源可持续利用,并支撑区域经济可持续健康发展。Since the 12th Five-Year Plan,large river-lake linkage and networking and trans-basin water diversion projects have become the key measures for integrated allocation of regional water resources in China.However,we lack of integrated laws and regulations and effective management system that can facilitate coordinated regional regulation of water diversion schemes to safeguard local social and economic development.Through analysis of achievements made by joint regulation of the Niulanjiang River-the Dian Lake Water Diversion Scheme,it is found that comprehensive benefits of“one source for multi-purpose and effective utilization”can be realized by rational allocation of limited water resources in the Dian Lake Basin,on the basis of establishment of a joint regulation mechanism and safe operation of water structures.It is suggested to balance water needs with joint efforts of local governments,so as to promote sustainable utilization of water resources for a healthy development of society and economy in the region.It can provide reference to the similar water diversion projects.
