浅谈水利工程安全生产标准化循环体系建设

摘　　要：在综合国内外标准化管理及戴明循环的基础上,结合我国水利工程标准化建设的要求实际,运用分类法将水利工程安全生产标准化体系建设分为:标准化建设要素循环体系、组织机构循环体系以及要素循环体系三大体系,并对其进行了解释说明。最后对三大体系的综合应用进行了解释及要求并提出了两个"横到边、纵到底"概念,认为安全生产标准化循环体系是"由大到小"的设定过程、"由小到大"的操作过程、"自下而上"的汇报过程以及"自上而下"的检查考核过程,最后进行改进并开展下一轮工作的完整过程。The standardized circular systems for safe production of water projects is established by classification method,on the basis of integration of standardization administration home and abroad and Deming Circle or PDCA as well as actual requirements in China.It is divided into three categories with interpretations and explanations,including key elements standardization establishment,organizational structure and key elements.Interpretations are also given to application of three systems and relevant requirements,with introduction of concepts of“horizontal to the side,down to the end”,which regards the circular system for safe production as a defining process“from big to small”and operating process of“from small to big”,as well as processes of“bottom-up”reporting and“top-down”inspection and performance evaluating.Finally,is makes improvements and embarks next round of work.
