摘　　要：胶东地区水资源紧缺,随着经济社会不断发展和城镇化进程不断推进,区域经济状况与水资源禀赋条件不协调的矛盾表现尤为突出。胶东调水工程作为承载胶东地区水资源保障的大型跨流域远距离调水工程,近年引调水规模屡创新高,但仍不能满足目前的调水要求。如何提升水资源优化调度管理水平,最大程度开发工程供水能力,满足胶东地区社会经济发展需水要求,是当前工程管理面临的关键问题。通过实际调研和总结多年来工程调度实践经验,深入分析工程管理存在的问题,提出构建多角度水资源优化调度管理措施。The coastal areas of Shandong Province(Jiaodong)has scarce water resources.Along with fast social and economic development and urbanization,the imbalance of economic development and water resources conditions become a serious problem.Jiaodong Water Diversion Scheme,a long-distance trans-basin water transfer project,has continuously increased amount of water diversion in recent years,but still cannot meet the water demand in the region.How to meet the water demand by optimizing water regulation and management and maximizing water supply capacity turn to be the main issue faced by operation and management at present.Through on-site investigations,problem finding and summary of experiences
