摘　　要：注重宣传教育是周恩来计划生育思想的精髓,宣传教育既是计划生育政策有效传达的根本保证,同时也是计划生育工作按时推进的根本保证;我们应在继承发扬周恩来计划生育思想的基础上,努力探索新时代计划生育宣传教育工作的理论与方法。计划生育宣传教育首先要丰富形式,提升计划生育工作的针对性;其次在宣传教育活动的开展上要创新,提高群众的参与度;同时也要加强对宣传教育者的培训,建立计划生育宣传教育长效机制,最终把我国的计划生育事业推向一个新台阶。Focusing on education and publicity is the essence of Zhou Enlai's family planning ideology.Publicity and education are both fundamental guarantees for the effective communication of family planning policies and the fundamental guarantee for timely promotion of family planning work.We should strive to explore the theory and methods of family planning propaganda and education in new age based on the inheritance and development of Zhou Enlai's family planning ideology.Family planning propaganda and education must first enrich the form and enhance the pertinence of family planning work;secondly,in the development of publicity and education activities,we must innovate and increase the participation of the group;at the same time,we must strengthen the training of propaganda educators and establish the long-term mechanism of family planning propaganda,and eventually push China's family planning business to a new level.
