摘　　要：通过梳理国家层面生态文明建设对规划实施的新要求,分析上海新一轮土地利用总体规划对实施管理的总体要求,研究了以目标指引和实施为导向的指标管控体系、以规划控制线为核心的空间管控体系以及以增减挂钩为重点的低效建设用地减量化实施路径等三个具体方面,以期为"上海2035"规划实施服务。This paper clarifies the new requirements for the implementation of ecological civilization construction at the national level,analyzes the requirements for the implementation and management of the new Shanghai overall land use planning,and studies the target guidance and implementation oriented index system,land use control by planning control lines as the core,implementation path for the reduction of inefficient construction land,etc.,in order to aid the“Shanghai 2035”planning.
