摘　　要：在深入研究鄂尔多斯市矿产资源赋存特点与勘查开发利用现状的基础上,剖析了影响综合勘查开发的问题,主要有:矿业权设置平面上交叉重叠,作业主体相互制约;勘查程度参差不齐,开发时序缺乏科学规划与落实;行业垄断严重,地质资料共享难;叠置资源综合勘查开发缺乏顶层设计,相关技术、规范尚不完善。对策建议:(1)打破行业垄断,清理现有矿业权,打开矿产资源综合勘查开发新空间;(2)整合作业主体、地方注册,创建矿产资源综合勘查开发新模式;(3)创新驱动,科技引领,支撑矿产资源综合勘查开发新局面;(4)分区施策,示范引领,保障矿产资源安全与高效利用;(5)创新体制机制,协调综合勘查开发新局面。This paper analyses the main problems that the city of Ordos faces in promoting mineral resources comprehensive exploration and exploitation on the basis of intense research for the storage characteristics and the situation of exploration and exploitation of mineral resources in the city of Ordos.These problems at present include the following.First,overlapping mining rights have made the major part of operation mutually restrict each other.Second,the exploration degree of mineral resources varies,and sequence of development is short of scientific planning and scientifically applied.Third,trade-monopoly is so serious that it blocks badly the share of geological data.Fourth,there is no top-level design for comprehensive exploration and exploitation overlapping resources;and relevant technology and specification are inadequate.On account of this,this paper offers some countermeasures required for improving this situation.These are as follows.We will break industry monopolies;clean up existing mining rights with a view to open a new space for comprehensive exploration and exploitation mineral resources.We also make efforts to consolidate the major party of the operations and local registration,aiming at creating a new model for comprehensive exploration and development of mineral resources.At the same time,we should continue to build an innovation-driven society and focus on technology-led to underpin the new situation.Corresponding tactics should be implemented according to different areas,as well as make good use of the demonstrative effect so as to ensure the safety and efficient use of mineral resources.In addition,we should promote innovation of the system and mechanism,and coordinate comprehensive exploration and development.
