摘　　要：当前,我国正在积极构建责任型政府新型治理模式,但仍存在诸多问题,尤其是在地方政府层面。库珀的行政伦理思想对于我国责任政府的构建有着重要的思考与借鉴作用,基于此,从个人品质、组织结构、组织文化和社会期待四方面给出了实现我国地方责任政府建设的模型分析和路径建议。At present,China is actively building a new governance pattern of a responsible government,but there are still many problems,especially in the local government level.Cooper’s administrative ethics thought is of referential significance for constructing a responsible government in our country.Based on this,from four aspects of personal quality,organizational structure,organizational culture,and social expect,this paper presents a model analysis of realizing the responsible government construction in our country as well as the suggestion on paths.
