全球影响力分析框架下中国和阿根廷的能源关系研究

摘　　要：在中国政府鼓励企业"走出去"之际,阿根廷也积极扩大油气投资,推动可再生能源的发展,鼓励国内外企业参与投资,这为中阿两国能源合作提供了契机。在中国与拉美整体合作的大背景下,两国的能源合作也将为中国和拉美其他国家能源合作提供参考。借助全球影响力分析框架,分析两国合作现状、问题及影响两国能源合作的国际影响因素,并对两国能源合作前景加以展望,对潜在风险综合评估,提出了投资之前需科学预评、规避政治风险、尊重文化差异、增加西班牙语人才的培养、处理好与相关利益国家的关系等建议,以利两国能源合作稳健发展。At the moment the Chinese government encourages enterprises to“Going Global”,Argentina also expands oil and gas investment and actively promotes the development of renewable energy to encourage domestic and foreign enterprises to actively participate in investment,which provides opportunities for energy cooperation between China and Argentina.Under the background of the overall cooperation between China and Latin America,the energy cooperation between the two countries will also provide a reference for energy cooperation between China and other Latin American countries.Based on the global influence analysis framework,this paper analyzes the current situation and problems of the two countries'cooperation and the international factors influencing the energy cooperation between the two countries,and makes a comprehensive assessment of the prospects and potential risks of energy cooperation between the two countries.This paper also puts forward some proposals,such as scientific evaluation before investment,avoidance of political risks,respect of cultural differences,increase of the cultivation of Spanish talent,and handling the relationship with the relevant countries,so as to facilitate the steady development of energy cooperation between the two countries.
