摘 要:弹性配电网是有恢复力的配电网,不仅要满足正常环境下的可靠运行,更需要能在极端扰动事件(如自然灾害、人为攻击等)发生时维持必要的功能。目前大多数配电网评估指标体系都是针对配电网规划和运维管理建立的,还没有一整套完整的城市弹性配电网评估指标体系。首先,基于层次分析法建立一套实用的城市弹性配电网评估指标体系,包括3类一级指标、8类二级指标和52个三级指标,并详细介绍各种指标的含义和计算方法;其次,采用综合主、客观权重的最优赋权法计算各种指标的权重,并根据正指标、负指标、中性指标划分情况,科学确定单项指标的评分标准;最后,通过对某区配电网恢复能力进行评估,验证城市弹性配电网评估指标体系的有效性和科学性。Elastic distribution network is a resilient distribution network,which not only needs to meet the requirement of reliable operation in a normal environment,but also needs to be able to maintain the necessary functions when extreme disturbance events(e.g.,natural disasters and man-made attacks)take place.At present,most of the evaluation index systems for distribution network are established for the planning,operation and maintenance management of distribution network,and there is no complete set of evaluation index system for urban elastic distribution network.Firstly,based on analytic hierarchy process,a set of practical evaluation index system for urban elastic distribution network is set up,including 3 first-level,8 second-level and 52 third-level indexes,and the meanings and calculation methods for various indexes are introduced in detail.Secondly,the weights of different indexes are calculated using the optimal weighting method that integrates the subjective and objective weights;moreover,according to the classification of positive,negative and neutral indexes,the scoring standard for each individual index is scientifically determined.Finally,through the evaluation on the power restoration capability of distribution network in one certain area,the validity and scientificity of the evaluation index system for urban elastic distribution network are verified.
