基于“精明收缩”理论的广州城边村空间规划对策

摘　　要：推进新型城镇化是新时代城乡发展的大战略,位于城市边缘区的城边村收缩发展成为必然。文章从国外的"精明收缩"策略和实践出发,就"精明收缩"的由来、内涵界定、策略实施及广州乡村的收缩模式发展进行理论及实践总结,论证了广州城边村的发展趋向与"精明收缩"的耦合性。基于"精明收缩"的视角,从宏观层面提出城边村执行国家顶层治理能力的空间规划体系;从中观层面提出城边村半被动型收缩下的"精明增长"与"精明收缩"并行的空间重组模式;从微观层面对城边村的生产空间高效化、生活空间宜居化与生态空间景致化三方面进行深度剖析。结合广州城边村规划案例,探讨了"精明收缩"理论下城边村空间规划的相关对策。New urbanization is a general strategy of urban rural development,and shrinking development of urban fringe villages is inevitable.The paper introduces the origin,connotation,strategy,and implementation of smart shrinkage,concludes the theory and practice of rural shrinkage in Guangzhou,and demonstrates the smart shrinking development of urban fringe villages in Guangzhou.At macro level,the paper proposes top level spatial planning system that may be implemented for urban fringe villages;at intermediate level,the paper proposes a spatial restructure model that parallels smart growth and smart shrinkage for semi-passive shrinking urban fringe villages;at micro level,high efficient production space,livable life space,and landscaped ecological space of urban fringe villages shall be further improved.The paper also discusses other measures of urban fringe village spatial planning with smart shrinkage theory.
