论环境监测监察垂直管理改革

摘　　要：生态文明是国家实现高度发展的基础,而要实现生态文明则需要对自然环境进行科学的保护,可以对各种环境污染进行及时性解决,制定有效的保护方案来提升环境的质量。垂直管理是当前国内在进行环境保护中所执行的一项执法制度,也是当前进行环境管理的一项体制改革方向。本文主要分析当前进行环境监测中实施垂直管理所存在的问题,并依照这些问题提出几点改革对策。希望通过此次研究让垂直管理在当前的环保监测工作中得到更好的落实,对于国内的环境污染进行及时的整改。通过增加执法力度的方式解决省级以下各环保机构之间的工作衔接以及执法工作,这样可以让各个环保部门更好地落实环保这一职责,让国内的环保工作实现更高层面的开展,这对我国实现平稳且健康的发展有着积极的推动作用,需要进行深层次的分析。Ecological civilization is the basis for a country’s high degree of development.To achieve ecological civilization requires scientific protection of the natural environment,timely resolution of various environmental pollution,and development of effective conservation programs to improve the quality of the environment.Vertical management is a law enforcement system currently being implemented in the implementation of environmental protection in China,and it is also a direction of system reform for current environmental management.This article mainly analyzes the problems existing in the implementation of vertical management in environmental monitoring and proposes several reform measures in accordance with these issues.It is hoped that this study will allow vertical management to be better implemented in the current environmental protection monitoring work,and timely rectification of domestic environmental pollution.Through the increase of law enforcement efforts to solve the work of the provincial environmental protection agencies between the convergence and law enforcement work,so that various environmental protection departments can better implement the responsibility of environmental protection,so that the domestic environmental protection work to achieve a higher level of development,this It has a positive role in promoting stable and healthy development in China and requires in-depth analysis.
