摘　　要：本文在解读农业供给侧改革与"两权"抵押贷款关系的基础上,结合平利县"两权"抵押贷款实际开展情况,深入分析了"两权"抵押贷款如何盘活农地、农村劳动力、助推农村产业发展、加快新型城镇化建设这四个核心点,并就"两权"抵押贷款推进两年来出现的抵押物处置、法律限制、试点时间不足等问题,提出对应的政策建议。Based on the interpretation of the relationship between the agricultural supply-side reform and“Two Rights”mortgage loan and considering the status quo of“Two Rights”mortgages in Pingli county,the paper analyzes how“Two Rights”mortgage loans revitalize agricultural land and rural labor force,bolster the development of rural industry and accelerate the construction of new urbanization in depth.Finally,the paper puts forward some corresponding policy recommendations on the issues of collateral disposition,legal restrictions,insufficient pilot project and so on.
