摘　　要：巴尔采罗维奇计划为波兰奠定了市场经济的基础。2016年法律与公正党政府公布的莫拉维茨基计划旨在促进经济的持续增长。莫拉维茨基计划的总目标是为居民收入增长创造条件,促进社会、经济和区域的聚合。《负责任的发展战略》是基于如下五个支柱:再工业化、创新企业的发展、发展所需的资本、企业向外拓展以及社会和区域发展。莫拉维茨基计划是建立在完全否定巴尔采罗维奇计划基础上的,它代表了波兰转型范式的变化和发展模式的变化。在莫拉维茨基计划之下,国家主义色彩增强,经济自由主义遭到鄙弃,国家干预获得青睐,产业政策得到应用。莫拉维茨基计划可称之为法律与公正党进行的雄心勃勃的经济试验,无论其成败均会在波兰的转型史上留下印记。In despite of the fact that Poland’s market economy is built on basis of the Balcerowicz Plan,a Morawiecki Plan was unveiled in 2016 as an ambitious economic experiment conducted by the Law and Justice PartyCharacterized by the resurrection of nationalization,state intervention,industrial policy,and the exclusion of economic liberalism,the new plan contains five pillars,ie,reindustrialization,the development of innovative entities,capital for growth,outward expansion of businesses,and social and regional developmentSymbolizing the change in the paradigm and development pattern of Poland’s transition,the Morawiecki Plan is dedicated to creating conditions for income growth and social and economic integration.
