摘　　要：通过文献(含合同)调研的方式梳理出23种政府保证机制,并进行理论分析,进而筛选出19种合理的政府保证机制。在此基础上,通过问卷调研及因子分析的方式对保证机制进行分类并研究7类代表性PPP项目各自适用的政府保证机制。最后,通过访谈的方式筛选出实践中应用情况较差的政府保证机制,并结合专家观点和4个典型案例分析提出提升政府履约能力、落实政府保证机制的建议。This paper identifies 23 types of government guarantees from literature including contracts review,filters out 19 reasonable guarantees through further analysis.Then,studies the practices of government guarantees in seven representative PPP sectors respectively through questionnaires and factor analysis,and further identifies the government guarantees that performed poorly in practices through expert interviews.Finally,proposes suggestions for improving government guarantee practice based on the interview and four case studies.
