浅议公民道德素养提升对依法治国理念的实践意义

摘　　要：在社会建设过程中,公民是唯一的组成体。而在法治社会的实践过程中,公民又起着承载理念的价值性作用。依法治国需要民众对其理念实践加以配合,公民也有维系法治社会,加强法治观念建设的直接责任。因此,在依法治国理念的长期实践过程中,公民起到的支撑和辅助性作用不容忽视。如果说公民是组成社会基本构架的重点所在,那么正面积极的法治观念就代表着填充构架鲜活血液的理论内容。本着两者相辅相成的基础概念,提升公民道德素养以加强依法治国理念的实践效果实属法治国家建设的必然流程。In the course of social construction,citizens are the only constituent.In the practice of the society ruled by law,citizens also play the role of carrying the value of ideas.The rule of law requires the public to cooperate with its concept and practice,because citizens also have the direct responsibility to maintain the law-ruled society and to strengthen the construction of the legal concept.Therefore,in the long-term practice of the concept of law-based governance,the supporting and assisting role played by citizens cannot be ignored.If citizens are viewed the key of forming the basic framework of society,the positive concept of law-based governance will represent the theoretical content of filling the framework with fresh blood.In line with the basic concept with mutual supplement,it is an inevitable process for the construction of a country ruled by law to enhance the practical effect of the concept of law-based governance by improving citizens’moral quality.
