摘 要:针对我国动力电池制造和回收利用过程中带来的环境挑战以及资源浪费,本文借鉴美国、欧盟、日本等发达经济体的废旧电池的回收利用模式,在研究生产者责任延伸制度的基础上,理顺我国政府、企业、消费者以及公众各方责任,提出建立动力电池回收利用公共监管、服务平台、政策设计以及共性技术研发等建议,为建立规范有序的动力电池生产者责任延伸体系提供决策基础。In view of the environmental challenges and resource waste in the manufacturing and recycling of power batteries in China,this paper draws on the recycling mode of waste batteries in the developed economies of the United States,the European Union and Japan.On the basis of studying the extended producer responsibility system,we should straighten out the responsibilities of our government,enterprises,consumers and the public.It is proposed to establish the public supervision,service platform,policy design and common technology research and development of power battery recycling,so as to provide a decision-making basis for the establishment of a standardized and orderly power battery producer responsibility extension system.
