摘　　要：河南省气象系统开展的直管县(市)气象管理体制改革,强化了基层气象服务与行政效能,为县级气象现代化建设提供了更为广阔的空间,但也出现了重复劳动变多、单位内部矛盾加大等问题。本文从县级气象局内部管理层面,以标准化党建、局务管理制度化和全方位培训轮岗,建立标准化管理和规范化价值观念体系,实现直管县气象局综合管理从标准化到规范化的进阶。The weather management system reform of Henan Province meteorological system strengthens the basic meteorological service and administrative effi ciency,and provide a wider space for the county meteorological modernization,But there are also many problems such as duplication of labor and increasing contradictions within the unit.From the internal management level of the county meteorological bureau,with the standardised party building,the institutionalization of local administration and the all-round training,this paper sets up standardized management and standardized value system so as to realize the development of the comprehensive management of the Meteorological Administration of the county from standardization to standardization.
