国内机场航空垃圾管理与处置存在的问题及未来工作的思考

摘　　要：随着全球经济快速发展,航空业也得到迅猛发展,随之产生大量的航空垃圾。本文通过研究航空垃圾特性、梳理航空垃圾相关法律法规要求、分析目前国内几家大型国际机场在航空垃圾处置过程中存在的问题,并进行问题产生原因分析,探讨问题解决办法。分析表明:目前国内机场航空垃圾处置存在责任主体不明、疫区垃圾性质界定不清晰、处置单位资质要求模糊等问题。针对现存问题,建议相关部门从法律法规的层面将航空垃圾处理处置以及监管职责进行明确划分和界定。在实际处置过程中,处置主体应遵循减少和控制环境风险与公共安全隐患的原则,将国内航空垃圾、疫区航空垃圾、国际航班非疫区航空垃圾分情况进行处理。With the development of global economy,air transport has blossomed,lots of aircraft refuse have been produced as the time.This paper has studied the property of aircraft refuse,combed the requirements of relevant laws and regulations.Problems of aircraft refuse disposal of several domestic airportshad been analyzed,a brief discussion on the reason has been conducted,solutions to these problems have been explored.Study shows that responsibility subject of aircraft refuse disposal is unknown,definition of aircraft refuse from epidemic area of infectious disease is not clear enough,and the qualification requirements of disposal unit is fuzzy.In view of the existing problems,a clear division and definition of the disposal and regulatory responsibilities of aircraft refuse should be conducted legally.During the process of disposal,the responsibility subject should divide the aircraft refuse into different types to reduce the environment crisis and dangers of public security.
