安徽省域扶贫政策的变迁脉络及演进特征

摘　　要：运用政策文本内容分析法,从文本形式与基本属性、政策年度与文本数量、制定主体与发文数量、文本数量与政策主题等维度为政策分析框架,以安徽省省域扶贫政策为例进行量化实证分析。研究表明,安徽省域扶贫政策文本发展嬗变呈现出如下特点:从政策嬗变进程上看,政策文本呈现渐进式与爆发式交融共进的特征;从政策分布上看,政策文本呈现出明显的层次性和较强的差异性;从研制方式上看,政策文本呈现出稳定性和连续性突出,但试探性和渐进性不足的特点;从政策主体上看,政策文本呈现出强权威性和强协调性"双强并重"的特征。On the basic of Anhui Provincial poverty alleviation policy as an example,using textual analysis method,this paper makes a quantitative and empirical analysis from the perspectives of text form and basic attributes,policy year and text quantity,the number of subjects and posts,text quantity and policy theme.The research shows that the development and evolution of Anhui province's regional poverty alleviation policy text have the following characteristics:From the perspective of policy evolution process,the policy text presents the characteristics of gradual integration and explosive combination;from the perspective of policy distribution,the policy text presents obvious hierarchy and strong difference;from the perspective of the development method,the policy text is featured with outstanding stability and continuity,but with insufficient exploratory and gradual progress;from the perspective of the policy subject,the policy text show strong authority and strong coordination is characterized by“double strength and equal emphasis”.
