创新浪潮下的互联网造价纠纷处理新模式

摘　　要：随着近年来建筑行业飞速发展,工程体量及复杂性逐步增加,工程造价管理部门在解决工程造价纠纷方面发挥了重要作用。工程造价纠纷处理作为造价管理部门常见的业务类型之一,从成立之初到如今的处理方式仍较为传统,各地均做过一些创新但仍存在些许不足,其一,争议纠纷不能得到及时有效的解决,其二,各种行政调解机制不完善,专家资源分配不均,不能各尽其用,其三,争议纠纷处理的证据资料等一些过程文件无存档,无法追溯等。在新一轮的创新浪潮的发展中,由于"互联网+"、"大数据"、"区块链"等新技术的深入应用,带动了人的思维模式变革以及社会改革,其发展和适用有利于解决目前处理造价纠纷中的困难。文章基于造价管理部门的视角,通过文献研究和调研访谈的方法研究造价纠纷的处理现状和问题,结合当下,利用新技术,秉持"坚持提升群众满意度为核心"的改革理念,以期构建具备"质量、效率、方便"三大特质的建设工程"互联网+造价纠纷处理"平台,实现让"数据代替人跑"、"只进一扇门"的现代化造价管理服务转型。With the rapid development of the construction industry in recent years,the volume and complexity of engineering have gradually increased,and the engineering cost management department has played an important role in solving engineering cost disputes.As one of the common types of business of cost management departments,the treatment of project cost disputes is still relatively traditional from the beginning of its establishment to the present.There have been some innovations in various places,but there are still some shortcomings.First,disputes cannot be timely and effective.Second,various administrative mediation mechanisms are imperfect,expert resources are not evenly distributed,and they cannot be used to their fullest.Third,some process documents such as evidence and disputes for dispute resolution are not archived and cannot be traced.In the development of a new wave of innovation,the deep application of new technologies such as“Internet+”,”Big Data”and“Block chain”has led to the transformation of human thinking patterns and social reforms,the development and application is helpful to solve the difficulties in the processing cost of the dispute.Based on the perspective of cost management department,this paper studies the status and problems of cost disputes through literature research and research interviews,combined with the present,using new technology,adhere to the reform of"adhere to the mass satisfaction as the core"concept,in order to build a"quality,efficient,convenient"the three major characteristics of construction engineering of“Internet+cost dispute processing“platform,to achieve the"data to replace people run","only enter one door“modern cost management services transformation.
