一个外商投资项目引发的对造价工程师职业规划的思考

摘　　要：随着行业经济进入新常态,一方面工程造价咨询企业之间竞争压力巨大,依靠传统业务所能获得的超额利润已经相当薄弱。另一方面委托方过多地把控制工程造价的任务附加给处在事后控制的造价咨询企业,在真正能够控制造价的核心阶段——设计概算阶段却投入不足;同时由于行业壁垒,造价咨询企业亦无法在施工图设计以前介入到项目中去。文章通过从初设到实施阶段全过程参与??外商独资公司新建一条稀土镁硅铁合金生产线的项目,阐述如何高效准确地编制设计概算,从而分析出BIM技术正逐渐代替人工算量,在PPP项目热潮又一次来袭的风口浪尖,造价工程师如何突破传统业务的瓶颈,实现全过程造价管理。The competition pressure is huge among engineering cost consulting enterprises,and excess profits obtained from traditional businesses are already weak on the one hand,the client attaches tasks of controlling engineering cost to post-control cost consultation enterprises excessively on the other hand with new normal state of industry economy,and the investment is insufficient at the core stage of actually controlling cost-design estimate stage.Meanwhile,cost consulting enterprises can not enter the project before the construction drawing is designed due to industry barrier.In the paper,how to prepare design budget efficiently and accurately is described through whole-process participation in new establishment of a rare earth magnesium ferrosilicon alloy production line of XX foreign-owned company from initial establishment to implementation,thereby concluding that BIM technology is gradually replacing artificial operand by analysis.A new peak is reached again in the PPP project boom,namely how to break through the bottleneck of traditional business and realize the whole process cost management by cost engineers.
