摘　　要：本文在回顾俄罗斯主权财富基金成立背景、功能定位和发展历程的背景下,对俄罗斯联邦稳定基金、储备基金和国家福利基金的投资标准及运营模式进行了分析,在此基础上,从投资绩效和社会绩效两个方面对俄罗斯主权财富基金进行了评价。金融危机期间,俄罗斯主权财富基金对稳定社会和经济发展起到了重要的作用。但是,目前大宗商品价格低迷,俄罗斯财政面临缺口,主权财富基金如何在资金投入受限的情况下量入为出、回馈社会,是基金下一阶段亟须解决的问题。This paper analyzes the operational models of the Russian Federation’s stabilization fund,reserve fund and national welfare fund.On this basis,Russia’s sovereign wealth funds were evaluated in terms of its investment performance and social performance.During the financial crisis,Russia’s sovereign wealth funds played an important role in stabilizing the social and economic development.However,at present,the price of bulk commodities is sluggish and a fin.
