上海市VOCs排污申报收费系统设计与实现

摘　　要：近年来,大气污染问题越来越引起重视,作为大气污染的重要因素,VOCs的控制已成为缓解大气污染的重要措施,因此我国从2015年开展VOCs排污收费试点工作。作为第一批试点城市,上海市建立了VOCs申报收费管理系统,形成了12个行业大类在线动态申报、VOCs消耗量计算以及环境监察机构在线核定、征收、催缴、收费等VOCs收费全过程管理,为VOCs排污费客观、公正征收建立了技术基础,取得了良好的效果,为上海大气环境改善做出了有益的贡献。In recent years,air pollution arose more recognition.As important factors of air pollution,Volatile Organic Compounds’(VOCs)control has become an important measure to alleviate air pollution.Therefore,our country has carried out the pilot work of VOCs pollution charge from 2015.As the first batch of pilot city,Shanghai established a VOCs declaration and charge management system,which could make VOCs pollution declaration in 12 industry categories dynamically,and contains the functions of VOCs consumption calculation,approved online collection,payment,fees,etc.The system makes the whole process of VOCs charge management online,establishes the technical foundation for the objective and fair VOCs sewage collection and make well,which makes a useful contribution to the improvement of atmospheric environment in Shanghai.
