雄安新区城市化进程中人口风险驱动的社会治理策略初探

摘　　要：针对雄安新区城市化进程中可能面临的人口风险及其衍生影响,开展从问题到对策的研究。总体上采用一般性研究结合雄安新区建设规划具体分析的方法,利用公共安全及安全韧性的三角形理论模型分析人口风险在城市系统中的作用机理,从致灾因子和承灾载体2个维度着眼、管理维度着手,探讨人口风险驱动的社会治理策略,提出"管住人"、"引导人"、"保护人"3方面政策建议,并强调应特别关注"人"的安全教育和文化提升,依托"科技—管理—文化"之三足鼎立,支撑城市化进程中公共安全应急治理体系和治理能力现代化建设。Aiming at the population risk and its derivative influence during the urbanization process of Xiongan New Area,the research from the problems to the countermeasures was carried out.The method combining the general research with the concrete analysis of the construction plan for Xiongan New Area was adopted on the whole,and the action mechanism of population risk in the urban system was analyzed by using the triangle theory model of public safety and safety resilience.Considering from views of two dimensions including hazard factors and hazard-affected carriers and starting with the management dimension,the social governance strategies driven by the population risk were discussed,and the policy suggestions in three aspects of managing people,guiding people and protecting people were put forward.It was emphasized that the safety education and culture promotion of people should be specially paid attention,and relying on the tripartite balance of technology,management and culture,so as to support the modernization construction of governance system and governance capacity of public safety emergency during the urbanization process.
