摘　　要：[目的 /意义]提高公共图书馆对开展信息无障碍服务的重视程度,引导公共图书馆更好地开展信息无障碍服务。[方法 /过程]调研国内外研究成果及实践现状,借鉴"评估维度-基本指标-指标要素"的逻辑框架,运用"3E"评估理论经行评估。[结果 /结论 ]从政府、公共图书馆和用户3个评估维度出发,构建以保障条件、业务建设和服务效能为一级指标,囊括6个二级指标和若干个三级指标的,面向生理性信息弱势群体的公共图书馆信息无障碍服务评价指标体系。[Purpose/significance]This paper aims at attracting more attention to the information accessibility service at public libraries and encouraging them to offer more such service.[Method/process]Based on an investigation of the domestic and foreign research results and practical situation,this paper uses a logic framework of“evaluation dimension-basic index-index component”and the“3E”evaluation theory to build an evaluation index system of information accessibility service standards of public libraries for physiological information-disadvantaged group.[Result/conclusion]The system consisting of three primary indexes,namely guaranteeing conditions,business construction and service efficacy,six secondary indexes and several three-level indexes,is established from three dimensions:the government,the public library and the user.
