摘　　要：为响应国家推进电信基础设施共建共享要求,中国联通和中国电信已在多个层面进行了战略合作,但双方在业务领域的合作不够深入。通过开放共享双方上层网络资源,进行业务层面的创新合作,可充分利用双方网络资源优势,实现网络投资效益的全面提升,而跨运营商IVPN业务无疑是一个很好的切入点。从技术层面对跨运营商虚拟网(IVPN)业务实现方案进行了研究分析,为方案的落地实施及跨运营商创新业务的开展提供一定借鉴。China Unicom has made strategic cooperation with China Telecom at many levels to respond to the requirements of the sharing and co-construction of telecommunications infrastructure,but the cooperation in business area is insufficient.By innovation cooperation at the business level through the sharing of upper network source,the two sides can make full use of network source advantage,realize the comprehensive promotion of network investment benefit.IVPN across different operators is definitely a good point.The implementation of IVPN across different operators is studied technically,which provides guidance for practical application of the scheme and development of innovative business across operators.
