摘  要:中国是近北极国家,俄罗斯是北极国家。两国当前均已认识到,开发利用从中国到北大西洋沿岸欧洲国家的北极东北航线具有巨大的经济及战略利益。本文依据运河区位理论,提出中俄共同建设上海港至圣彼得堡的北极东北新航道线的设想。首先对其中的核心工程——由横跨朱格朱尔山运河和渠化勒拿河航道所组成的具有裁弯取直功效的北极东北新航线中心阿扬到勒拿河段航道进行了概念设计;然后就建设新航道对中俄两国的战略意义、新航道与现有北极东北航线相比所具有的距离优势进行了分析,提出了开凿横跨朱格朱尔山运河的设想,并分析了建设珲春-扎鲁比诺标准轨铁路对我国走向世界的意义。China is a near Arctic country,and Russia is an Arctic Country.Now,both countries recognize that the development and utilization of the Arctic northeast navigation route which is from China to the countries along the North Atlantic coast has enormous economic and strategic interests.Based on the canal location theory,this paper suggests that China and Russia jointly construct the new navigation route of northeast Arctic from Shanghai Port to St.Petersburg.First of all,the conceptual design of the Allan-Lerna River Channel is made as a core project.This channel has an outstanding effect on curving cut-off,and it consists of the canal which stretch across the Dzhugdzhur Mountain and the channelized Lena River.Then we put forward the idea of digging the canal that stretch across the Dzhugdzhur Mountains on account of the strategic importance and the economizing on the mileage in comparison with the existing Arctic northeast navigation route.The significance of the construction of standard railway between Hunchun and Zarubino on China go to the world from Japan is also analyzed.
