摘 要:研究目标:厘清能源效率测算的理论依据,完善其投入、产出指标体系,为能源政策的制定提供正确的依据。研究方法:通过文献梳理及生产经济学理论分析,指出现有的测算能源效率的文献中指标选择存在的两大问题并做相应的修正,利用DEA方法测算了2005~2015年中国30个省份的工业全要素能源效率。研究发现:广泛使用的单要素指标存在一定的片面性,不能正确理解节能含义;现有的测算全要素能源效率的文献中,投入产出指标均存在重复或遗漏。修正后的测度方法对能源效率的测算结果与单要素指标测算结果存在较大差异,其政策含义是应在指标体系完善的全要素能源效率含义下理解、施行节能降耗政策。研究创新:对全要素能源效率测算的方法进行了修正,构建了一套正确的能源效率测算指标体系,提出了能源消耗额度交易制度。研究价值:推进能源效率研究的科学性,为实践中测算能源效率、制定节能政策提供完善、科学的方法。Research Objectives:Clarifying the theoretical basis of energy efficiency measurement,optimizing its input and output index system and providing the reliable basis for the enactment of energy policies.Research Methods:Based on literature review and production economics analysis,this paper points out two major problems in the indicator selection of energy efficiency in existing literature and gives out corresponding modification.Using DEA method this paper measures the industrial TFEE in 30 provinces of China from 2005 to 2015.Research Findings:The widely used partial factor energy efficiency index is not so reasonable because of its misunderstanding of the implication of energy conservation and the input-output indicators in existing literature measuring TFEE are all imperfect with omission or duplication.The measurement results based on the modified measurement method are greatly different from that measured by partial factor indicators,which means energy policy should be implemented under the meaning of TFEE with a complete indicator system.Research Innovations:Modifying the TFEE measurement method,constructing a correct energy efficiency measurement index system and putting forward energy consumption quota trading system.Research Value:Pushing forward the normative and scientific research of energy efficiency and providing a correct and feasible method for measuring energy efficiency and enacting energy policy in practice.
