县域城镇化高质量发展的制约与突破

摘　　要：我国经济已进入高质量发展时代。县域城镇化高质量发展是指县域城镇化进入发展质量较高阶段并呈现出集约高效、包容共享、绿色低碳、特色鲜明、治理现代等特征。推进县域城镇化高质量发展是推动国家整体高质量发展的重要组成部分,是践行新型城镇化的内在要求,是实现乡村振兴的客观需求。当前中国县域城镇化高质量发展受到产业升级难、创新创业低、高端人才少、体制机制僵的制约,亟须从产业发展、创新培育、人才育引、体制变革等方面推进。China′s economy has entered an era of high-quality development.High-quality development of county urbanization presents the characteristics of being intensive,efficient,inclusive and sharing,green,low-carbon,distinctive features,and modern governance.Promoting the high-quality development is an important part of the overall high-quality development,the internal requirement of the new-urbanization,and the objective demand of the Rural Revitalization.At present,the high-quality development of county urbanization in China is restricted by the difficulties of industrial upgrading,low innovation and entrepreneurship,lack of high-end talents and rigid institutional mechanism.It is urgent to break these restrictions from the aspects of industrial development,innovative cultivation,talent cultivation and institutional transformation.
