韩国《青年就业问题特别对策》实施背景及面临的问题

摘　　要：最近,韩国政府决定颁布实施《青年就业问题特别对策》。其主要背景和原因是,近年来,韩国青年失业率居高不下,加之在今后三四年内大批"回声潮"一代涌入劳动力市场,青年就业形势将更加严峻。青年失业问题导致青年人沦为新的贫困阶层,经济不能自立,不敢、不愿结婚生子;而越来越多的青年人回避结婚生子,则进一步加剧了人口萎缩危机等一系列社会问题。而地方选举是韩执政当局急于制定实施该特别对策的又一重要背景因素。该特别对策的主要内容有"三大原则"和"四大重点课题",致力于对青年就业提供实质性支持,创造更多青年就业岗位。但韩政府真正将该特别对策付诸实践,从根本上扭转青年失业率高的局面,仍有很多困难需要克服。Recently,the ROK government has promulgated The Special Countermeasures Against Employment Problems of Young People,the background and reasons for which are recent high unemployment rate of the young people,as well as the more severe employment situation for young people caused by“Echo Boomers”to flock into the labor market in the next 3 to 4 years.Unemployment of young people descends them to so-called Newly-born Poverty Class,who evade their marriage and child-birth stage owing to their economic-dependence,which causes more severe social problems,like population shrinking crisis.Analyzed politically,the Local Election is one of the important background factors for the Special Countermeasures,which hold Three Principles and Four Key Projects.It s commit to offer substantial employment propping for young people and create more employment opportunities for them.But the government still has many difficulties to overcome on the way of implementing the Countermeasures to reverse the tide of high unemployment rate of young people.
