摘　　要：为了发现国内大数据产业存在的不足,本文从大数据发展顶层设计、要素供给、数据隐私与安全保护及大数据标准体系建设4个方面对国内外大数据产业政策进行比较,分析了国内外大数据产业政策的异同,最后针对性地从平衡政府数据开放和个人隐私保护政策完善、完善数据流通体系、加强人才培养、调整大数据关键技术投入重心4个方面提出建议,推动我国大数据产业有效、健康发展。In order to discover the insufficiency of the domestic big data industry,this article compared domestic and international big data industry policies from four aspects:top-level design of big data development,factor supply environment,data privacy and security protection environment,and big data standard system construction environment.The similarities and differences between big data industrial policies at home and abroad,and finally made recommendations from the four aspects of balancing the opening of government data and perfecting personal privacy protection policies,improving the data circulation system,strengthening personnel training,and adjusting the key technology input of big data.The data industry was effective and healthy.
