摘 要:文章从"重点大学"到"双一流"的政策变迁勾勒出政府治理导向在我国大学发展中的演进图景。在我国大学发展过程中,政府以"政治绩效"治理导向为起点,在各种因素的推动下实现了向"学术绩效"治理导向的转身。"学术绩效"的治理导向具有合理性,这促使我国高水平大学建设成效显著。但政府对学术绩效的过度追求所引发的负面效应会在我们日益趋近于世界一流大学时渐渐凸显。为有效化解大学发展指标化等风险和实现"双一流"目标,政府必须走出绩效导向的治理思维,向综合化治理导向转型。In China,the policy history of universities/development from"key universities"to"Double First-Class"outlines a changing picture of government governance orientation in university development.The university governance orientation by the government originated from"political performance",and turned to"academic performance"under a vaviety of factors.The governance orientation of"academic performance"has its reasonable sides,which has yielded remarkable results in the construction of high level universities in China.However,the negative effects of the government’s excessive academic performance pursutt will be prominent gradually as we approach the worldrs leading untversities.In order to effectively resolve risks,such as indexing the university development,and achieve the goals of"Double First-Class",the government has to step out of the performance-oriented governance thinking,and shitt to comprehensive governance.
